A poor-quality LED bulb isn't the only thing that can cause the glow. If you're using switches with motion sensors or timers, the LED bulb may draw power from their circuits and emit a faint glow.
If you use a standard bulb it behaves as the "medium" circuit, so you get the off-off-on-on behavior. You can get 3-way LED bulbs that have two independent circuits, but they cost more.
