Mark F. Spain, 54, of Sioux City passed away Wednesday, Jan. 16, 2008, at his residence following an illness with cancer.

In the 1970s, a time in Sioux City history when labor and management relations were strained, Spain helped found the Siouxland Labor Management Committee, becoming the group's president in 1987.
