Police started the investigation early Wednesday morning. No one is in custody, and the victim’s identity has not been released.

Of particular concern was the east branch of the Passumpsic River at East Haven, which, starting around 3 p.m., rose over 4.5 feet in about two hours. By 5:30 p.m., levels began to recede.
